- Employee Home Ownership Program: In the 2010-2011 Budget, the Mayor and City Council included funding for the Employee Home Ownership Program. The idea of the program is to offer employees assistance to purchase a home in the City of North Charleston. It is designed to assist employees who currently live outside the City limits to move within or assist any employee currently renting anywhere to purchase a home in the City of North Charleston. The Mayor and City Council are pleased to offer this program with approved funds from the General Fund. Employees meeting the requirements are eligible to receive a loan of $5,000 toward the purchase of a home with $1,000 to be forgiven each year of their employment with the City. This brochure is designed to answer questions you may have concerning the program. Once you complete the application, it is then forwarded to the Review Committee for approval. Upon approval, the Finance Department will handle disbursement of the funds for the loan either to the lending institution or the closing attorney upon closing. It is designed to assist teachers who currently live outside the City limits to move within or assist any employee currently renting anywhere to purchase a home in the City of North Charleston. The Mayor and City Council are pleased to offer this program with approved funds from the General Fund . Teachers meeting the requirements are eligible to receive a loan of $5,000 toward the purchase of a home with $1,000 to be forgiven each year of their employment with the school district.
